What a lame ass excuse. By the time someone is 10-12 years old, they sure as hell know how to wash their own body unless they have severe developmental disabilities.
When I was a child, I had very long hair. My mother always washed it for me and since it was a regular routine, I don't think she really thought anything about it. When I turned nine years old, I told her that I wanted to be responsible for washing my hair myself. Of course she said okay, but I think she was a little sad, because there was one less thing for us to be doing together, not because she was a perv that wanted to bathe kids. Anyway, I'd been washing my own private bits since I was five--she just washed my hair because it was so long.
